Enforcement & By-Law Services - Sidewalk Snow Clearing - Order to Comply

The Snow Clearing By-Law states residents have until 11:00 am the day following the end of a snowfall to clear their sidewalk of snow and ice.

Upon investigation, if a By-Law Enforcement Officer finds a violation:

  • Officer writes an Order To Comply (OTC) and hand delivers it to the resident or tapes it to the door
  • As proof, photographs are taken of the sidewalk
  • Officer re-inspects the sidewalk the following day
    • If no attempt has been made to comply to the Order, the Officer takes more pictures and the job is referred to a contractor
  • The contractor also takes ‘before’ and ‘after’ pictures of the sidewalk
  • The cost of clearing the sidewalk is added to the property owner’s tax bill
